Captain Richard H. Moyer, U. S. Navy

Captain Moyer graduated in 1980 from the United States Naval Academy with a
Bachelor of Science Degree in Marine Engineering. He earned his Master of
Science Degree in Engineering Management from George Washington University
in 1994.

Following Nuclear Power Training and the Submarine Officer Basic Course in
March 1982, he reported aboard USS Richard B. Russell (SSN 687) where he
served as Electrical Officer and Damage Control Assistant. His subsequent sea
duty assignments include USS Birmingham (SSN 695), where he served as
Combat Systems Officer, completing a Western Pacific deployment, and as
Executive Officer on board USS Phoenix (SSN 702), completing two North Atlantic
deployments. USS Phoenix (SSN 702) was awarded the Meritorious Unit
Commendation and earned the COMSUBLANT Tactical "T".

He then commanded USS Georgia (SSBN 729) Blue guiding the ship through four
strategic deterrent patrols, including participation in Prospective Commanding
Officer training. During his tour, USS Georgia was nominated for the Strategic
Command's Omaha Trophy, as the Pacific Fleet's best strategic submarine.
Subsequent to his command tour, he served as the Command and Control, Communications and Computers Assistant
Chief of Staff on Carrier Group Three embarked in USS Carl Vinson (CVN 70). The Carl Vinson Battle Group was first on
scene in the North Arabian Sea after 9/11 and immediately assumed duty as Task Force 50. Task Force 50 led the
planning and execution of naval coalition operations in the war on terrorist operations in Afghanistan and was the first
to conduct U.S. led combat operations against Taliban centers of gravity in Operation Enduring Freedom.

Ashore, Captain Moyer was assigned to the training staff at Nuclear Power Training Unit Idaho Falls from 1984 through
1986, where he served as a Shift Engineer and Maintenance Officer at the S1W Prototype. He later completed
assignments on the staff of the Commandant of Midshipmen U.S. Naval Academy, where he served as the Midshipmen
Performance Officer. He served as staff officer on the Plans and Policy Directorate Staff at the United States Strategic
Command where he specialized in command relationships, the Unified Command Plans, force assignments and
Operational/Theater plans. His most recent shore tour was on the Chief of Naval Operations staff supporting the
Director, Submarine Warfare division, CNO N77. He served as the requirements and resource officer, providing
planning, programming and budgeting for command and control, communications, computers and combat systems
modernization in the Submarine Force.

Captain Moyer's personal decorations include the Defense Meritorious Service Medal, the Meritorious Service Medal
with one gold star, the Navy Commendation Medal with three gold stars, and the Navy Marine Corps Achievement
Medal with two gold stars.
